Colorado building standards

The state of Colorado is gorgeous. Nature defines it.  You can see its beauty at every angle, mountains, streams, lakes, skiing, hiking, sand dunes and the Plains. Coloradans are proud of our state, and it is protected by hunters, fishers, ranchers, outdoor sports and folk who adore the views.

The outdoors is a major driver of Colorado’s jobs, economy and over $28B in tourism. Thus, it is no surprise that the State of Colorado’s Air Quality Commission updated building standards in 2022 in a standard called 5 CCR 1001-32: Building Benchmarking and Performance Standards.

This post is a short summary of the regulation and how building owners can meet the requirement. We have been helping our clients meet Colorado and local standards in Denver, Vail and Boulder.

  • WHO:  Any building with 50,000 sq. ft or more
  • WHAT: Annually submit a form with 20 data elements including greenhouse gas emissions and progress made to reduce energy use and GHG emissions over past year.
  • WHEN: Annual report starting June 1, 2023 and each year after.
  • WHY: Reduce energy use, reduce GHG emissions 20% by 2030.
  • PENALTIES: For not submitting the form, the penalty is $500 for 1st non-submittal, $2,000 for each after. For failing to meet building standards, the penalty is $2,000 for the 1st time, then $5,000.
