In September 2024, Massachusetts announced that it will require hospitals in 2025 to report carbon emissions through its MassHealth program. This is the 2nd state to do so. Massachusetts seeks to identify industry-specific goals to reduce green house gas emissions and advance statewide goals. It requires each Hospital to report on its greenhouse gas emissions and verify its reporting through partnership with a third party, detailed below.
By January 15, 2025, each Hospital must submit to MassHealth:
  • The Hospital’s designated staff member responsible for green house gas emissions reporting
  • The third party entity the Hospital intends to work with to validate the Hospital’s green house gas emissions reporting
By June 30, 2025, each Hospital must submit to MassHealth:
  • The Hospital’s total Scope 1 emissions, including on-site fuel combustion, anesthetic gas, and fleet vehicle gas or diesel use
  • The Hospital’s total Scope 2 emissions, defined as the Hospital’s purchased energy
  • An attestation of truth
