California is a beautiful state with amazing landscapes and weather. Its geographic position on Earth also challenges its population with Mother Nature’s forces of wind, earthquakes, fire, drought and recently massive rainfall due to atmospheric rivers exacerbated by global warming caused by carbon pollution.
With that context, it is no surprise that Governor Newsom signed on October 7, 2023 two laws requiring any company with more than $500 million revenue have a sustainability plan and those more than $1B in revenues publish carbon pollution data in January 2026, using 2025 data! That is just 6 months away.
The deets. . . SB 253 requires pubic and private businesses operating in California with $1B+ revenue to report their carbon emissions in 2026, using 2025 data. By the way, companies also need an outside, 3rd party validator. SB261 requires businesses with $500M+ revenue to disclose climate risks and have a plan!
California is the only state requiring this level of detail, but others are watching. Some helpful links and legal analysis are below.
